2016-17 Area 2 Scholarship Award Applications due March 10, 2017

Solely funded through local council membership and council contributions, Area 2 is proud to present eight (8) $750.00 Scholarships to deserving high school students who have successfully met or exceeded the State of Georgia graduation requirements, and plan to attend an accredited two or four-year college or university.  Only students in Parent Teacher and Student Associations (PTSA) in the Area 2 Council are eligible to apply.  The eight Area 2 Cluster High Schools are: Collins Hill, Duluth, Gwinnett School of Math, Science, and Technology, Mountain View, Norcross, North Gwinnett, Lanier, and Peachtree Ridge.

Applications can be printed here and completed legibly by hand.  Each application will be scored based upon the response to the essay question. Responses must be legible.  2016-17 PTA Scholarship Application

List of Local Unit Voting Delegates due JANUARY 11, 2017

If your local unit has not submitted the list of voting delegates, please submit your listing to co-president@area2gwinnettpta.com, by January 11, 2017. Click here to access the 2016-17 Voting Delegate form.

Voting Body
Defined in the Council bylaws, the voting body consists of:
• Council officers and chairpersons,
• Presidents of the member local units or their alternates,
• Two (2) delegates or alternates from each local unit,
• State and District officers and chairpersons residing in the area,
• Superintendent of schools (or a designee) and
• Principals of schools having local units in Council membership or their alternates.

Delegates (and Alternates)
Council Delegates should be experienced, capable local unit members. They should participate in discussion,
report back verbally at the next local unit meeting, and file a written report with their local unit
secretary. They should also keep a procedure book for the guidance of future delegates.

Local Unit Delegates to Council
Presidents and their alternates and the two delegates and their alternates represent their local unit as part
of the voting body of the Council. Council bylaws specify the number of eligible delegates from each local
unit and are selected by the method chosen by their local unit. Each local unit president should submit
the name(s) of the delegate(s) and alternate(s) to the Council secretary by the date specified by the Council
president.

While participation in the business of the Council may be limited to voting delegates, as defined in the
Council bylaws, Council meetings are open to all members of the PTA units that make up the Council.

Local Unit Delegate Responsibilities
Local unit delegates are a vital link between the local unit and the Council. They should:
• Attend every meeting of their local unit PTA and of the Council, or send their designated alternate.
• Be familiar with bylaws at all levels.
• Participate fully in Council discussion and deliberations. Each delegate (or alternate, if delegate is not
in attendance) is entitled to make motions, debate and vote at each Council meeting.
• Report to the Council their local unit’s decision on matters referred to it for approval.
• Take careful notes, bring back a full report to their local unit, and file reports with the secretary of the
local unit. (See the sample in the Forms Section)
• Put announcements of Council activities in the local unit PTA newsletter.
• Share information on local unit activities, programs and publications with other member local units.
• Encourage local unit members to attend Council programs and support Council projects.
• Notify local unit members of the next Council meeting and urge them to attend.
• Prepare a procedure book for the guidance of future delegates.
NOTE: A local unit must have sent membership dues to Georgia PTA and paid Council dues in order to have delegate voting privileges at Council meetings and Convention Leadership Training (CLT).

Proposed Council Bylaws Amendment

There are 2 amendments to the Council bylaws that are being proposed by the Area 2 Council Board of Directors. These amendments will be voted on at the Spring Elections on April 26th, 2017. Only local units in Good Standing will be eligible to vote, per the bylaws of the Georgia PTA.

Please plan to attend the 2017 Council January meeting on January 25th, 2017 to hear more about these proposed amendments.

Amendment #1
To amend Area 2 – Gwinnett Council PTA Bylaws Article VII Officers and Their Elections, Section 6, by changing the term of service for the executive committee from 1 year to 2 years.
Currently Reads: Section 6. Officers shall assume their official duties following the close of the school year and serve for a term of 1 year(s) or until their successor is elected.
If amended, will read: Section 6. Officers shall assume their official duties following the close of the school year and serve for a term of 2 years or until their successor is elected.
Rationale: This change will align the term of service for the Area 2 – Gwinnett County Council of PTAs Executive Committee with the current terms of service for Executive Board Members for Georgia PTA and the Executive Committee for the 12th District of Georgia PTA, to allow for more effective leadership in Georgia PTA and in the 12th District of Georgia PTA.

Amendment #2
To amend Area 2 – Gwinnett Council PTA Bylaws Article XIII, Standing and Special Committees, Section 3, by changing the term of service for the committee chair from 1 year to 2 years.
Currently Reads: Section 3. The term of office of a committee chair shall be 1 year(s) or until the selection of a successor.
If amended, will read: Section 3. The term of office of a committee chair shall be 2 years or until the selection of a successor.
Rationale: This change will align the term of service for the Area 2 – Gwinnett County Council of PTAs Committee Chairs with the current terms of service for Executive Board Members for Georgia PTA and the Board of Directors for the 12th District of Georgia PTA, to allow for more effective leadership in Georgia PTA and in the 12th District of Georgia PTA.

Area Council Secretary Needed

Area 2 is in need of a Council Secretary to fill the vacant position as soon as possible. The secretary would serve through the end of this school year, unless re-elected at the Area 2 Spring Elections. If interested, please email Co-President, Taiwannika Walker, at co-president@area2gwinnettpta.com.

The Council Secretary duties are:
• Records the minutes of all Executive Committee, Board of Directors and general Council meetings.
• Keeps an accurate record of the attendance and the minutes at Executive Committee, Board of Directors and general Council meetings.
• Reads or distributes printed copies of the minutes of the previous meeting for approval.
• Keeps a current copy of the bylaws.
• Retains minutes from previous meetings for reference at each meeting. Please refer to Section 4 of the Georgia PTA Leadership Resource for specific information about meetings and minutes.
• Determines the presence of a quorum prior to any business being conducted.
• Calls the meeting to order in the absence of the President and Vice-President(s), unless the bylaws specify otherwise, and presides until a temporary chairperson is elected.
• Is responsible for the correspondence of the Council.
• Keeps a list of Council delegate(s) and alternate(s) for each local unit in membership.
• Keeps an accurate list of the names of the local units in membership.
• Keeps names and addresses of the local unit Presidents and Principals with Council membership, and Superintendent(s) within the Council.
• Assists and trains local unit secretaries with their duties.
• Immediately upon election of new officers and no later than May 1, submits online their names,
addresses and phone numbers to the state PTA office and sends a copy to the District Director.
• Serves as emergency signer on bank account

2014-2015 Local Unit PTA/PTSA Incoming Officers Submission Form

Your local unit must submitt new officers for the 2014-2015 school year database. This contact information is vital to both Georgia PTA and Area II Council, and is the only way we can deliver information via email to your local unit president(s), vice president(s), secretary, and treasurer.  Please follow the instructions below to ensure your local unit officers are submitted and accounted for.

HOW TO SUBMIT YOUR LOCAL UNIT INCOMING OFFICERS:

  • Complete the Incoming Officers Form for ALL positions and save the completed form to your desktop.

  • Prepare one email with the completed form as an attachment. In the Subject line, list your school name and “2014-2015 Incoming Officers Form”
